Frank has contributed to the documentation for CDT, helped suggest
improvements in usability and UI cleanup, reviews our work for consistency

I'm mostly focused on the code and often neglect the docs (including
Frank's patches) so I think this nomination would benefit the community and
widen the skills of our committer team.
