All accepted patches from non-committers of the project need to be marked iplog+. Those that >=200 lines should be additionally submitted for IP review, i.e. CQ in IPZilla and it is currently 250 in http://www.eclipse.org/legal/EclipseLegalProcessPoster.pdf.
