I am into eclipse only since one year... And so curious to know that what
type of talks are generally selected like it has to be some new idea, new
plugin or even on technical details on eclipse architecture, how to use it
framework are also given.. Something like "Application of design patterns
in eclipse"

:) Unfortunately the Foundation is really trying to minimize risk so expect
to see less freebies this year.
The theory goes, if IBM really cares about building community, they'll send
you. But the sad thing is that I don't think IBM does care, and never did
care. But, we need a few beers for that discussion.
