Sounds like you should raise a bug on the Eclipse Foundation, category Bugzilla. If you opened a bug, you should be able to reopen it.

I have reported that this is not, in fact, fixed, on 2009-03-27,
provided a patch on 2009-04-03, and reported it is still
needs fixing in CDT6 on 2009-06-09. Still the issue remains
marked as resolved, and therefore presumably won't appear on
anybody search results ever.
Am I supposed to just open a new issue?
