[cdt-dev] Reopening bugs

Hello,

it appears that Eclipse bugzilla is configured so that not allow
random strangers like myself to reopen bugs. Is this intended
and desired? Here is one example:

	https://bugs.eclipse.org/bugs/show_bug.cgi?id=185044

I have reported that this is not, in fact, fixed, on 2009-03-27,
provided a patch on 2009-04-03, and reported it is still
needs fixing in CDT6 on 2009-06-09. Still the issue remains
marked as resolved, and therefore presumably won't appear on
anybody search results ever.

Am I supposed to just open a new issue?
