[cdt-dev] Commit rights for Leo Treggiari have been expired

Doug Schaefer has expired the commit rights for Leo Treggiari (ltreggiari).
 The reason for this change is:

Leo has been a great leader for us and represented Intel well. He has been
inactive though for a long time. Promoting him to Emeritus for his great
work on managed build.

To honor Leo Treggiari's contributions to the project, Doug Schaefer has
nominated Leo Treggiari for Committer Emeritus status.
