Doug Schaefer has expired the commit rights for David Inglis (dinglis). 
The reason for this change is:

It's been a very long time since we've heard from Dave Inglis. He was a key
part of the team that started all this. Promoting him to Emeritus.

To honor David Inglis's contributions to the project, Doug Schaefer has
nominated David Inglis for Committer Emeritus status.
