[cdt-dev] Fixed up licencing file for newer features

I just updated the licence files and build.properties for the new gdb features and the master feature to make them compliant.
 
I didn't raise a bug. Sorry about that.
 
BTW, there are committers committing code right now that aren't sending notes to the list. Please be courteous and let us know when you are changing things.
