[cdt-dev] Make targets

Hi there!

I'm wondering about two bugs, one reported by me (https://bugs.eclipse.org/bugs/show_bug.cgi?id=176160) and one by Jens Elmenthaler (https://bugs.eclipse.org/bugs/show_bug.cgi?id=178765) that are essentially addressing the same issue, namely that Make targets are a bit to happy to do updates on the entire projects when building and this is not configurable. For large projects it's basically impossible to use the make targets as it is, since refreshing a lot of resources will take forever.

Is this something that will be addressed in the near future, or doesn't anyone else find this an issue?
