[cdt-dev] Commit rights for Keith Seitz have been expired

Doug Schaefer has requested that commit rights for Keith Seitz (kseitz) be
expired.  The reason for this change is:

Keith never actually contributed to the CDT proper. He was on the list to
contribute some Linux tools that have since moved to the linux-distros
project.
