CDT is still supported on AIX, but there was a long lapse where no one was
really taking care of it due to the previous CDT team at IBM getting
disbanded and my team rising from its ashes. As a result there may be bugs
or there may be areas where the flow is not as smooth as it is for other
platforms. We're committed to ironing these out, but I don't think there
are going to be any fixes going into 4.0 unless the issue is a show
stopper.
I've posted some comments to the Bugzilla entries you mention.

Since CDT 4.0 won't parse a binary correctly out-of-the-box, and that
the launcher does not work, are we to assume that it's no longer
supported on AIX?
