Yes, it is my fault.
It was introduced by me at at October 2006 while applying patch
for org.eclipse.cdt.managedbuilder.internal.ui received from another
guy.
I'm sorry that review has not been performed accurately. Now fixed.

Yes, I would say that DEFINITELY needs to be updated.

Which reminds me... an old friend wrote the error message for the IBM
PL/X compiler.
One of the parser errors when it got to a non-recoverable error was
something like:.
Problem: Error parsing ... etc. The syntax parser could not determine
what was intended.
Programmer Action Required: Change careers.
