[cdt-dev] Comment parsing

Hi all, 

Emanuel and I work on some refactoring stuff as announced before. For our 
refactoring work we need better support for comment-parsing. Bugreport 148360 
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=148360) describes the problem 
of lacking comment parsing and describes the solution (it also includes a 
working patch). It would be great if somebody could have a look at it and 
apply it to the repository.
