I can handle this for the managed builder plugins.
I'm not aware of any third-party code in the managed builder plug-ins,

So I think I can just update the about.html to the new one mentioned by
Adrian: (http://www.eclipse.org/legal/epl/about.html)

Doug, the org.eclipse.cdt.managedbuilder.msvc.core plugin does not
contain the about.html at all. I've also noticed that none of the
plug-in files contain license headers.
Is it OK, knowing that the plug-in won't be included in the next
release?
I'm not going to make any changes for the managedbuilder.msvc.core for
now.

To add some further detail about my role in this:

For any plug-ins that do not contain any third-party code or any other
notices about cryptography, etc., and are licensed entirely under the
EPL,
you can replace them with this new About:

http://www.eclipse.org/legal/epl/about.html

Any "special" Abouts with third-party content or any special notices
will
need to be handle correctly.  I "own" many of these for projects in
Callisto and for any new projects that I have not dealt with before that
are part of Callisto, I am volunteering to "own" them.  "Own" means I
will
update them and send them to the EMO for approval and then to the teams
for
committing.  Note that while we do want to update the Abouts for the
reasons Mike outlined below, I would also like to take this opportunity
to
correct some of the Abouts that are missing some attribution and other
small details.  You will receive new files from me before May 12th.

For projects other than Callisto that need help, please feel free to
contact me for assistance.

All,

First, apologies for the spam. This email is directed to those folks who
are involved in leading and/or release management for projects that need
to
know about the "About.html" files that we include in plug-in
distributions.

The IP Advisory Committee of the Board of Directors has advised us that
we
should update the content of the About files. The new templates make the
licensing clearer for redistributors of Eclipse software. We have just
posted new templates for these files that we would like to have everyone
use for the Callisto Release. (E.g. please switch to these new templates
for your very next release.)

The major difference is that there are now two templates:
   1. a simple version for all-EPL licensed plug-ins; and
   2. a longer version for those plug-ins which contain content which is
      not EPL-licensed.
Now, before panic sets in, I'm very happy to let everyone know that
Adrian
Cho has kindly volunteered his time to ensure that all the Callisto
projects have the right About file format. For any other projects who
have
a tight deadline coming up and could use some help, Adrian has furthered
volunteered to help them as well. We really appreciate his willingness
to
help everyone out. His email address is above.
