[cdt-dev] Build Description Model proposal

Hi all,

Please see the bugzilla with the Build Description Model proposal.

This proposal is intended to resolve the following Managed Build issues:
1. Build only what is needed (bugs# 76452, #121375)
2. Building a single resource (bug#45538) (The bug is targeted to 3.1,
   Chris R is working on it. Will need to negotiate details with him)
3. Buildfile generation enhancements (bug# 110600)
4. Implementing MBS/CDT internal builder in the future
5. File-specific build macros enhancements
6. etc. (see proposal attached to the bugzilla for more detail)
