on my Linux machine I installed (untarred)

eclipse-SDK-3.1.2-linux-gtk.tar.gz
org.eclipse.cdt.sdk-3.0.2-I200601301741-linux.x86.tar.gz

in that order. The plugins directory contains (among others ...) the 
directories

org.eclipse.cdt.core.linux_3.0.2
org.eclipse.cdt.core.linux.x86_3.0.2

Should be OK, I think. Tomorrow I can look at the setup of my Windows machine. 
Going to sleep for today (decent Europeans go to sleep now)
