RE: [cdt-dev] Vote for Committer Restructuring

I think we need some co-ordination at implementation time but only to make
sure we don't run into eachother. I hope we don't need to co-ordinate commit
by commit.

Every person I worked with that went from being a patch submitter to a
committer improved their productivity immensely (and made it more enjoyable)
when they didn't have to create a patch and then wait for it to get applied
before continuing. I am hoping that the benefits will outweigh the costs but
we'll see in the end.
