They definitely won't be fixed in CDT
3.0.

As for being fixed sometime in the near
future, I was the one who wrote the parser's semantic binding resolution
and I have recently switched to a different group and am no longer working
on the CDT.   So unless someone else steps up, this will only get
fixed if I can find some spare time to investigate, which won't happen
until at least September.  The good news is the that the code samples
in the bugs provide exactly the kind of test case that makes things easier
to figure out.
