Okok, I found it myself. I tried to do CDT plug-in development with the runtime version installed instead of the SDK.

Hello folks,
 
I am trying eclipse 3.1 (Release) and CDT 3.0 RC1 on WinXP and am
working on a plug-in which extends
org.eclipse.cdt.managedbuilder.core.buildDefinitions. On the
"extensions" page of the manifest editor I encounter the following
problems:

- When adding a child to any node of the
org.eclipse.cdt.managedbuilder.core.buildDefinitions hierarchy the "New"
context menu only has "Generic" and "Extension".
- Boolean attributes such as the project type's isAbstract and isTest
are simple text entries and don't have a drop-down list of possible
entries.

Can anybody else confirm my findings or point me to a solution?
