I think this is the ideal scenario. But I'll let those who have large 
numbers of bugs assigned to them speak for themselves :)

The bugs in the inbox may be a different story. If no one is interested in 
fixing them, we'll probably need to move them off after they have sat for 
certain amount of time.

Yes. People should use the cc list for this.
