[cdt-dev] Watch "cdt-core-inbox" to triage incoming defects

Hi CDT-Dev,

Effective yesterday, it looks like cdt-core-inbox@xxxxxxxxxxx is now the 
Component Owner of defects raised against "Core" (now "cdt-core").  It 
looks like no other inboxes have been set-up.  I waited for an 
announcement but didn't see one, so decided to post one myself.

Thanks to Alain for single-handedly triaging all defects in the past. 
Others can now share that burden:

Add "cdt-core-inbox@xxxxxxxxxxx" in the Users to watch box.
