I didn't think there should be an action for a file but was wondering 
why the option appears in the context menu at all then. If there is an 
option that is always going to be disabled, then its not exactly an 
option and shouldn't be in the menu in the first place. Otherwise the 
user will also wonder what it is they've done wrong for the option to 
not be available to them.

Does that make sense?
