This doesn't seem to be the issue because the build fails the same way without that option. It also still fails with the same message if I change baselineReplace (which is set to common on the R4_3_maintenance branch) to none. 

One question, did you mean for me to change baselineReplace when I was doing the first (online) build or the second (offline) build (or both)?

Thanks again for your helpful suggestions. I'm trying some additional builds making sure that I clean out the maven repo before the online build just in case something I downloaded in a previous run is polluting the builds where I am using your more recent suggestions.
