I also went ahead and merged in the pack200 & signing support
from the R4 branch into the R3 branch as well.

the R3 build can now also build the natives as well. There is one

is not buildable with Tycho 0.15.0 and onwards. After discussing
with Andrew this morning we decided to leave this module commented
out for now until a fix for this issue can be found so the R3
build at the moment does not build the junit tests.
