Current monolith CBI build is useless for individual components, i.e.
p2, jdt, etc. It is pure overhead for somebody working on jdt or p2
codebase at the moment and I am afraid pom.xml maintenance will become
yet another Eclipse ritual, similar to IPLogs and release review
documents -- noone sees the value and tries to avoid.
