At first I wasn't too sure why we did -Dmaven.test.skip=true but it seems clear to me now.

But yes, the current pattern in the Eclipse SDK build is build the SDK repo, build the SDK zips, build the tests repo, package the automated tests, and the run the automated tests against a built SDK.
