I added a CBI page at http://wiki.eclipse.org/CBI where we can include more CBI related information (meetings if we ever have them, links to other tools like the parent poms, info on the signing plugin, etc), and put the mailing list link there.

I moved the build page under it to  http://wiki.eclipse.org/CBI/Eclipse_Platform_Build (accessible from the main page).  Hope that's OK.
