I submitted https://bugs.eclipse.org/bugs/show_bug.cgi?id=278844 for JDT and 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=278845 for PDE.

Since I've already begun looking into the matter, I guess I might as well 
start with refactoring the JDT part. You guys in the know please post any 
hints, restrictions, caveats and other advice to the respective bugs.
