[bpel-dev] Commit rights for Vincent Zurczak have been expired

Robert Brodt has expired the commit rights for Vincent Zurczak (vzurczak). 
The reason for this change is:

The company Vincent works for (Petalslink) is dropping support for BPEL, so
he will no longer be contributing to the project.

Vincent, thanks for all you help in the past on this project.

To honor Vincent's contributions to the project, Robert Brodt has nominated
Vincent for Committer Emeritus status.
