Hey Emily,
if I understood your question correctly you try to have the BPEL Designer as a standalone application without all that other eclipse stuff like Java development...
In eclipse terms this is called a Rich-Client application and there are tons of articles and tutorials about RCP (Rich Client Platform) on the net. (e.g.
http://www.eclipse.org/articles/Article-RCP-1/tutorial1.html)
All BPEL designer plugins are pretty much standard eclipse plugins - so packaging them as a rich client should probably be possible. But I doubt that anybody has tried it out yet... Good luck :-)
