Hi,

In the OMII-BPEL project we recently had to upgrade WTP (currently
WTP-1.5M6) to version 1.5.1 to get rid of a bug in the runtimes framework
(server remained in state "starting..." indefinitely). 
>From our testing (not extensive though), this upgrade doesn't seem to break
any of the other code in BPEL Designer. 

It might be a good idea to update this prerequisite of BPEL Designer.
