Greetings BIRT PMC.

There is no merit statement in this nomination criteria. People are elected to committer status based on some kind of merit: what have they done to prove that they are a good addition to the project?

In this particular case, Virgil is well known to the community. Frankly, I'm actually a little surprised that he's not already committer.

In many cases, nominations include a list of patches submitted by the nominee. I'm not familiar with Virgil's code contribution record, but he has been a tireless contributor to community growth and overall evangelism of the project. He is a great source of information regarding BIRT and disseminates his knowledge regularly though blog posts, articles, conference engagements, and discussion forums. Further, he understands the Eclipse Development Process, and is familiar with the BIRT code base.

It is, of course, at the PMC's discretion to determine whether or not to accept these election results.

I am also, frankly, a little concerned about the voting turn out. Virgil is a well-known member of the community and yet only four committers have voted for him? That seems very odd to me. How active are these committers? How engaged are they with the community?
