Re: [birt-dev] Committer Election for Vikas Nijhawan on Eclipse Business Intelligence and Reporting Tools (BIRT) has started

You've cited commits that are in a fork of the Eclipse BIRT repository. I did manage to map these commits to those committed to the Eclipse BIRT repository.

It appears that several of the contributors commits predate them signing the ECA. Further, the commits are not Signed-off as is required by our process. Passing an ECA/signed-off-by check is a fundamental requirement. Our legal requirements regarding comments are described in the handbook (and the commit is clearly marked as failing to pass validation).

On what basis were these commits accepted?

AFAICT all of the contributions from this candidate are more than a year old. If an existing committer were inactive for this long, they would be a candidate for retirement.

It's not at all clear to me that this candidate is active enough or understands our processes well enough to be given committer responsibility.

Am I missing something?
