Bugzilla Bug 197591 [Regression] Exception is thrown out when select null value for one of the cascading parameter [0705]

Bugzilla Bug (s) Resolved: 197591

Description:
Now, the default string parameter value is blank. So change the logic to get the cascading parameter values, if parameter is required and value is null or blank, then try to get the default value.
