144173:[Accessibility] Can't focus on list cells of Parameters in cascading parameter editor by keyboard.

197067:Is Required option issue for Cascading group.[0705]

Description
1.197067 When no parameter is selected , then IsRequired checkbox is disabled, else enabled.
2.144173 Add the Add/Edit Cascading Parameter Dialog according to the mockup.But there're something different. Display Text is used with a Combo in stead of Text to keep consistent with the old action.
