Description
Short Keys are not required, and all the keys are not enough to add, so don't add short keys.
As for
File- New Report
File- New Template
File- New Library
File- New Folder
We won't add memonic key for them, please reference eclipse platform itself, BIRT keeps consilient with it.

Add memonic key for two actions
File- Place Library in Resource Folder...
File- Register Template with New Report Wizard...
