[birt-dev] Committer vote for Zhongbo Li has been approved by the PMC

The PMC has approved the vote for Zhongbo Li's full Committer status on the
birt project. The next step is for the project lead to return to the portal
and fill in the CVS package and employer information for Zhongbo Li.
