Bugzilla Bug 191889 Set background color style on TOC take no effect when move the mouse on toc in Web viewer

Bugzilla Bug (s) Resolved: 191889

Description:
When mouse over Toc Item, don’t change its background color.

Try to change opacity style to highlight the toc item.
