[birt-dev] Checkin: fix bugs 190123 [regression]Style from library doesn't work in web viewer.[01]

- Summary:

When serializes the report design, the localized library per-defined styles should be inserted into the name space. Otherwise, the style resolve may fail.

1. fixed the algorithm in ReportDesignSerilizer.
