[birt-dev] Checkin: fix bugs 189840 There are some functions in IMetaDataDictionary.getFunctions not consist with allowed function choice

Fixed inconsistent functions defined in ROM. Names should match with aggregation functions choices.

1. fixed in ROM.

2. revised the algorithm for IMetaDataDictionary.getFunctions().
