Also re-tagged birt.report.designer.ui.ide version in /org.eclipse.birt.releng/maps/birt_gui.map

Description:
In DTP 1.0 release, the ODA framework now provides the new plug-in project template wizards to auto generate such plug-in projects (see Bugzilla 153999).
These two ODA project wizards are already available under the New Plug-in Project wizard's selection list.
These options are now also added to BIRT new project wizard category, to make them more visible to the BIRT users.
