Bugzilla Bug 168174 Scroll bar disappeared when preview the attached design file in Mozilla2.0[0002]

Bugzilla Bug (s) Resolved: 168174

Description:
From firefox2.0, overflow-x and overflow-y can be supported.

To workaround for bug 165750, check the vendor of web browser, if it is IE, use _javascript_ to set overflow-x and overflow-y style dynamically.

Change the old CSS style.
