[birt-dev] CheckIn: Fixed possible losing user defined values in Data Set Editor in branch 2.1.1 and head 2.1.

Summary:

In some cases, user-defined values may be lost in data set editor. Provided a solution to solve this problem.

Description:

1.    When converts data set handle -> data set design. Uses corresponding parameter definitions in designerValues first. Then applies values on data set handle to the design.

Tests Description : Junit test.
