Bugzilla Bug 156180 Problem with Dataset Filteration

Bugzilla Bug (s) Resolved: 156180

Description:
Add init parameter in web.xml as BIRT_OVERWRITE_DOCUMENT.

In designer, the default is false;

In runtime, the default is true.

User also can use “__overwrite” in URL to change this setting.
