- Summary: Fix Bugzilla bug 153225-'Publish library in resource folder' should be available even if the library is not opened in editor.

- Description:

Makes the "Publish library in resource folder" option available from File menu when library is selected from the Resource Navigator. And if a library is opened in layout editor, this library will be published when invoking publish library action no matter which library is selected from Navigator then.
