Summary:

When did backward compatibility for rows[], should not create bound columns for the design with version between 3.2.0 and 3.2.3. Added version control for this. Otherwise, can create unexpected bound columns.

Description:

1.       Added version control in CompatibleMiscExpressionState and CompatibleParamBindingValueState for the design with bound column feature.

2.       Updated test cases.
