-Summary:inconsistent error handling when importing CSS style
 
- Bugzilla Bug (s) Resolved:134232
 
- Description:
   In the function, it only refreshes when the CSS file name changed, so the error handling only be shown once.
  And now it'll invoke the error dialog once you import a an error file.
