[birt-dev] CheckIn: Change element types in page-setup slots. Fixed misc

Summary:

For UI consistent reason, changes virtual element -- “MasterPage” in page-setup slots to concrete master pages.

Fixed possible NPE in LibraryException. Fixed one unfriendly error message.

Bugzilla Bug (s) Resolved: 134014

Description:

1.    Changed slot information in ROM.

2.    Changed messages.properties to enhance the error message.

3.    Called another LibraryException constructor to fix the possible NPE problem.
