Sorry for the late response.

This could be achieved by setting the property of PageBreakBefore to "Avoid".

Engine team is investigating if this can be supported for BIRT 2.1, if not i will log an enhancement for post BIRT 2.1

This doc looks good. 

The evil twin of page-breaks always seems to be the "keep together" functionality.  Sorry for my ignorance, but will there be any keep together functionality as part of 2.1?
