Title: Bug fix request for BIRT 2.0

I propose to fix this bug:
124221: BIRT engine's openReportDesign() should support multi-thread application.
This is an issue from news group. Most BIRT developers who create application using BIRT engine API are likely enountering this issue. We should have it fixed for BIRT 2.0.
